Romania is emerging as one of South-Eastern Europe’s most relevant energy markets, supported by a diverse energy mix and strong momentum across renewables, nuclear, natural gas, grid modernization, and energy storage. With its updated National Energy and Climate Plan targeting 38% renewable energy consumption by 2030, the country is actively expanding its nuclear capacity, battery storage, and hydrogen development initiatives. At the same time, World Bank analysis highlights up to 7 GW of offshore wind potential in Romania’s Black Sea region, adding significant long-term opportunities to the market.
For companies and investors, Romania offers more than resource potential. The country benefits from substantial EU-backed funding for energy transition and efficiency. According to the European Commission, Romania’s recovery plan includes EUR 1.2 billion for clean energy production and EUR 2.9 billion for energy-efficiency renovations, while the Modernisation Fund continues to support investments in energy and storage.
